Regional Innovation Strategies

A bottom-up approach, continuous involvement of key stakeholders, attention paid to each step of the policy making cycle are the key elements of META Group's advice for designing regional innovation strategies. A service consisting of:
  • Regional competitiveness analysis Investigation of the regional socio-economic tissue including regional SMEs innovation demand. Supply-side analysis to map regional excellence and its respondance to market needs.
  • Good practices and case studies -Case studies and good practices which may serve as model for actions line to be implemented, are selected through a rigorous benchmarking exercise
  • Shaping of measures and action lines -Moving from problems and objective trees, detailed design of intervention axes and measures is accomplished. Objective quantification, identification of target beneficiaries, responsible and modalities for implementation, expected results in short, medium and long term are determined for each action line.
  • Consensus building -Sensitization and engagement of regional stakeholders around the regional innovation strategy with particular regard to the milestones of the project (analysis approval, strategic choices, action plan) is a continuous effort of the strategy making process
  • Monitoring and evaluation- Detailed monitoring and evaluation procedures (monitoring and evaluation indicators, questionnaires and surveys for qualitative analysis, modalities of data-collection) are shaped, in order to continuously improve policy making and assess performance in relation to activity, results and outcomes.
Innovation Policy and benchmarking

Learning from others experience is a powerful mean to improve policy making ability and performance. This is why the identification and mapping of innovation policy good practices and their performance assessment, is a continuous research activity of META Group. Studies and benchmarking exercises carried out by META Group, deal with a wide range of innovation policy areas such as awareness raising, incubation, financial mechanisms, academic spin off etc. All the assignments are performed by a high profiled, multidisciplinary team.
Evaluation of research and innovation policy developed under ERDF funds

META Group couples general evaluation capabilities with a strong specialization in innovation policy. Our multidisciplinary approach, is enriched by the use of a wide range of quantitative and qualitative evaluation techniques and tools. Among these:
  • Cost benefit analysis, Input-Output, econometrical models etc. (quantitative);
  • Multi-criterion, case studies, benchmarking (qualitative)
The extensive and practical knowledge of the policy making process, allows us to better understand (and therefore defeat) gaps and barriers which can affect the evaluation process. And more importantly, it ensures that evaluation results are effectively used to improve policy performance.
Building entrepreneurship: from awareness to training

Knowledge intensive entrepreneurship is a key to growth. To host a significant group of innovative firms means for Regions stronger competitiveness and wealth. But the high risks involved, strongly discourage potential starters. Risks can be lowered by the validity of the business idea itself (innovativeness and market potential), personal qualities of the entrepreneur and a favourable political and social environment. To facilitate such conditions, MG has devised a complete package of services, ranging from policy design to implementation. Our advising to governments and institutions (university, research centres etc), for entrepreneurship development consists of:
  1. Analysis and benchmarking: provision of good practices and case studies to learn from
  2. Policy making: detailed design of support mechanisms and tools fostering knowledge intensive entrepreneurship including fostering linkages with service providers and business networks
  3. Training: design and realization of targeted, short-termed curricula, addressed to researchers/university students dealing with awareness and motivation, together with entrepreneurship basics (like business planning, HR, management)

MG developed the Regional Action plan for Innovation in Sicilia, one of the largest Region in Europe. The Company was in charge of drawing detailed implementation measures with specific reference to Research and Innovation (more than 150 MEuro to be allocated). Main features of the Sicilian Regional Innovation Strategy develop by MG are: bridging universities and SMEs, clustering and networking inside local business communities, attraction and creation of knowledge-based start ups. SLORITTS - The innovation strategy of Slovenia

META Group is the international consultant for Sloritts, an EU project aimed at developing the regional strategy for TT and innovation of Slovenia, which foresees the active participation of the main Slovenian public and private R&D organization. Group goal has placed side by side to the Slovenian actors in the definition of the innovation strategy. Although economic indicators and its strategic geographical position place Slovenia among the most advanced newly associated Countries, the difficult transition towards a market economy, infrastructural deficits and the scarce familiarity with the instruments of European policy, demand immediate corrective actions. Starting from a socio-economic analysis and a consensus building process which have seen the involvement of all relevant Slovenian stakeholders (from the Municipalities to the Universities representatives), it has been recognised that the valorisation of Knowledge (Slovenia can count on great traditions for Research and scientific excellence) and its commercial exploitation can be an important asset to invest in A careful definition of goals, measures and actions suitable for valorising the human capital, enhancing links between research and market, integrating infrastructures and innovation players, lead META Group in defining a shared and detailed action plan based on national strengths, which will constitute the starting point for the future national innovation strategy in the years to come. INNOVAXIS Regional innovation strategy for Transdanubian and central Hungary

META Group is the international consultant for INNOVAXIS, an EU project aimed at developing the regional strategy for TT and innovation of the Trans-danubian region, entailing the active participation of the main public and private R&D organization of the region of Budapest. The goal of this project is the elaboration of a flexible innovation strategy programme that allows to improve the quality of life by strengthening the competitiveness of the regional economy. The expected results of the RIS process are as follows: the global competitiveness of the regions will grow, the dual economic structure will shift towards a more balanced economy, the territorial differences in the Hungarian regions will be reduced and a continuous innovation cluster will be developed between the two regions. The Regional Innovation Strategy harmonising with the EU criteria and methodology will provide the Hungarian Regions the opportunity to apply successfully for Structural Funds support. An infrastructure for Research & Development and Technology Transfer was created and developed at the beginning of the 80's in Umbria as a part of a wider strategy of reindustrialisation and economic development. The research project focused on the definition of targeted actions aimed at improving the effectiveness of this infrastructure regarding the SME needs. The RITTS has reshaped the system, re-allocating tasks and responsibilities among the main intermediary organisations dealing with innovation (RDA, science park, financial agency), enhancing potential and respondance to regional needs. Athena

The ATHENA Accompanying Measure has the key objective of designing and implementing an efficient innovation policy interface, providing a crucial link between the Commission and the start-up community. ATHENA operates in partnership with a panel of experts selected especially for the project. META is in charge of monitoring and evaluating projects promoted by Paxis Regions: within this framework, MG will benchmark awareness policies on entrepreneurship and provide the European Commission with suggestions and guidelines on how improve public policies supporting the creation of innovative Start-ups. INSPIRED

The European Commissionâs DG Enterprise has launched a 4-year multifaceted Community initiative named Gate2Growth, aimed at supporting entrepreneurs to start up and grow their businesses. The object of the assignment was the definition and monitoring of the regional innovation strategy in Tunisia and the consequent implementation and definition of a series of actions aiming at implementing such strategy.
